ec2 update-image doesn't run apt-get upgrade

Bug Description
If you make a new ec2 test image with ec2 update-image, the new image will have fresh launchpad branches, download-cache and sourcecode, but the system packages will not be updated.
In practice this means that I run "ec2 update-image -m based-on:$ami" rather than just "ec2 update-image" -- this results in essentially the same image, but takes maybe 20 minutes longer.

Which means that the newly made image isn't as fast as it could be, right?
