Bug Description
Other bugs have been filed about testfix mode and the incomprehensible errors one gets sent when a submission is rejected by PQM (e.g. bug 422964).
This bug is about something more interesting, it's impossible to tell for sure if we are in testfix. Although you _could_ look at the buildbots and see if one has failed, that will give you a false value if someone has submitted a testfix patch.
I feel obliged to mention something about Lean and pull-based signaling, but I can't think what.

This bug could also be summarized as "PQM sucks". We should probably have a build queue on Launchpad.
