Add support for privacy in the BatchNavigator

Bug Description
The BatchNavigator should ensure that the user has the launchpad.View permission (or another permission) to the obejcts in the batch.
That would solve the cases where the view filter out the items and we display less item than the requested batch.

While the motivation is good, the filtering is at the wrong layer: it would make pages sometimes very odd (e.g. walking through a list of bugs in ubuntu by date filed, some pages would be nearly empty - because the filtering would be occuring in the batch, not in the collection).
