Project overview page wording problem with relative dates

Bug Description
On the project overview page the wording for the "Registered" section is not correct when the date is not absolute. For instance a recently registered project is displayed as "Registered: Jorge O. Castro on 16 hours ago". The wording is fine when the date is shown as the year and date.

Even where an absolute date is shown, the wording isn't quite right. The name of the registrant should be preceded by the word "by", and probably should follow the date since it's less important.
