Recipe builds with newer branch formats don't work on older releases

Bug Description
Hi,
As we aren't using a backported bzr you can't build with newer branch formats on older distroseries.
That is probably unexpected.
We can easily fix this by putting a newer bzr alongside bzr-builder, but we need to be careful that
it doesn't infect normal binary package builds with the newer bzr. We may have to have it affect
recipe builds, which wouldn't be so bad, but we can probably do some more tricks to have it be
used to create the tree and then removed.
