Cannot manually stack Bazaar branches on Launchpad branches

Bug Description

https://code.edge.launchpad.net/~wgrant/ubuntu-cve-tracker/main has:
    AssertionError: Non-hosted url u'http://bazaar.launchpad.net/~ubuntu-security/ubuntu-cve-tracker/master' for hosted branch.

This is obviously wrong. People should be able to stack branches on http URLs pointing to bazaar.launchpad.net.

I bet we'll end up interpreting http: and bzr+ssh: launchpad urls and mangling them into relative urls, or something similar to that.

No, in fact supporting bzr+ssh is the trickier part of the puzzle.

Also, this isn't going to make 2.1.10 now.
