Search box on bazaar.launchpad.net pages always returns no results

Bug Description

The search box on all bazaar.launchpad.net pages (e.g. http://bazaar.launchpad.net/~bzr/bzr/trunk/files) always says "No results found." at the moment. If the searching hasn't been configured on the server side yet then bazaar.launchpad.net shouldn't confuse users by showing them a non-functional search box.

(Perhaps ideally loggerhead should automatically hide the search box if bzr-search isn't configured?)
