Answer Tracker localization

Bug Description

To improve the user experience with localized support in a given language, translation of support tracker messages (those sent by mail and those shown on the web by lauchpad) should be translated.

Given the nature of support tracking in many languages, I think this is a must.

Though I think that translating the whole Lauchpad would be fine, I think that support tracker is one of the most important things to translate and should be one of the first ones; even if we don't have to use Rosetta with that.

Maybe you can think a way of dealing with support tracker translation (at least, text on mails sent) that doesn't involve Rosetta right now, so it can be given higher priority.

support tracker is a small part of launchpad so to be able to translate it, we should allow to translate launchpad.

Of course, that task means we need to mark strings as translatable so we can do it step by step allowing support tracker to be the first one.

Localization of the whole Launchpad won't happen, but localization of the Answer Tracker is a goal, so this bug isn't a duplicate.

Now that Launchpad's code has been freed, perhaps we can get some traction in this.

I am not sur where to start, surely the localized support tracker is one place.

I'd also like to measure interest in this at brainstorm.ubuntu.com but can't locate an idea for this. If anyone has better luck let me know (off-bug), otherwise I'll write the idea and submit it sometime this week.
