Bug Description
As seen on OOPS-1069S404, it took more than 6 minutes of non-sql-time to process that form submission. Curtis suggested that time might be spent sending out emails -- it's done synchronously on that page, it seems.
That's certainly a corner case, as I don't expect a bug with a significant number of comments to be turned into a question, but it should be fixed nonetheless.

New infrastructure is needs to send question messages asynchronously.
Notifications could be suppressed during the conversion. Only the first message would be sent with an addition that the message was converted from a bug and how many additional messages were converted.
