Bug Description
We want to be able to safely call IP.user_setup(...) multiple times, so that components that expect the main ipython dir to exist can call it at start time wihout the user having previously run plain 'ipython'.
Bug reported by the ipvision team.

The core fix has been committed into trunk proper after my merge. Brian has a fix pending for some of the scripts that were using this, so that one can now be applied.
