Bug Description
Make translations of the key reference document accessible from the Inkscape Help menu. Add a localizable string to .po files pointing to the localized version just like in the case of the tutorials.
Currently en and fr translations are available.

I'm currently working on a system that converts the XML file to POs and then generate the HTML files automatically.
