WIN FR: Crash when launching program

Bug Description
When launching Inkspace, Dos terminal start writing:
"GLib: Cannot convert message: La conversion du jeu de
caract├¿res ┬
┬
support├®" in english:
"GLib: Cannot convert message: Charset conversion from

then next lines are:

and I have a warning dialog box (translated):
"D:\0users\
file or you do not have rights to read it. Inkscape
will start with default preferences. New preferences
will no be saved." [Valid]
but the file exists, is a valid XML and I have all
rights on it...
When Validating it, Dos terminal continues:
"
I/O warning : failed to load external entity "NULL"

An error dialog box appears:
"Inkscape encountered an internal error and will close
now." [Close]
When clicking [Close] a Windows error dialog box is
displayed:
"Instruction at 0x0000 is using memory address 0x0000.
Memory can not be read." [Ok] [Cancel]
then it close...
I had installed v0.39 with (directly) the Windows error
dialog box then never could continue, the Dos terminal
and other dialog boxes were new after having installed

D'où viennent les binaires d'inkscape que vous lancez?
(E.g. URL.)
Que se passe-t-il avec 0.39? Est-ce que ça marche bien, ou
sinon qu'est-ce que vous voyez?
Est-il possible de changer en anglais pour lancer inkscape?
Je voudrais savoir si tous ces problèmes sont liés au
problème de jeu de charactères non supporté ou non.
Est-il possible d'employer un autre jeu de charactères, par
exemple UTF8 ou iso-latin-1 ou CP1252 / ms-ansi / windows-1252 ?
