[patch] hplip-plugin-3.20.11 does not work with ubuntu 20.04

Bug Description

Latest versions of Debian and Ubuntu store scanner drivers instead of /etc/sane.d/dll.conf in /etc/sane.d/dll.d directory.

Trying to load hplip-plugin-3.20.11 fails with missing /etc/sane.d/dll.conf error.

I assembled a patch which first tests whether /etc/sane.d/dll.d can be written to. If yes, it will write hplip-scanner driver information thereto. Otherwise, it gracefully falls back to existing behaviour.
