Use key servers pool rather than specific key server

Bug Description

Hi,

we have a report in Fedora https://bugzilla.redhat.com/show_bug.cgi?id=1641100 , which is about getting signing key, when key server used in the code is unavailable. Rok Mandeljc created a patch to use key servers pool rather than one specific.

Would you mind adding it into hplip project?

Actually, I tried to connect to pgp.mit.edu with gpg three times in the last two weeks, all without success. I think the issue is more urgent than expected - it blocks users for installing plugin.

The following patch updates previous - now it uses list of keyservers and the script is able to try the next keyserver if previous key download failed.

I added keyserver.ubuntu.com into list of keyservers.

The SKS pool servers could be removed from the list, as SKS is dysfunctional these days.

Servers I found working: keyserver.ubuntu.com, pgp.surf.nl. keys.openpgp.org does *not* work for hplip, because gpg refuses to import new keys without user IDs ("gpg: key 73D770CDA59047B9: new key but contains no user ID - skipped").
