Tags should be reorderable

It would be nice to have some tag name style for indicating tags that should be at the top or bottom of the list. Currently (in 0.2) prepending tags with punctuation will move them down in the list.

For instance, '@^foo' might put 'foo' at the top of the tag list, and '@_bar' puts 'bar' at the end.

I would like to see like a tag settings window. A little window that pops up from a drop down.. In this window you can organize tags and change colors..

Maybe we should have some sorting options for the tag sidebar, like:

 - alphabetically
 - by task number
 - not sorted (hand-made)

Using the last ordering system, tags could be D&D to a certain
position. That, with the help of another editor window, like we'd like
to create one (there's a bug about that), should fulfill the need for
a tag settings window.
