I have an Asus 901, and installed UNR 9.04 today. Had the same bug.
Solved with the previous steps 5 and 6, then reboot.
So:
- switch to commandline with Alt-F1
- logged in as my normal user
- removed the configurationfolder: "rm -r ~/.confg/desktop-switcher"
- run this command: "gconftool-2 --set /desktop/gnome/session/required_components_list --type list --list-type=string ["windowmanager","panel"]"
- reboot: problem solved
- another reboot: still all the panels
