Bug Description
In the teacher's view of the student gradebook:
1) Teachers need to be able to use up and down arrow keys to navigate competency score boxes
2) The required/optional flag needs to be displayed as an additional column

A better way to show "required" vs "optional" competencies might be to simply use the color green for the id#s of required competencies and the color black for id#s for optional competencies, as is done in the grading table descriptions.
