Bug Description
Teachers want a way to respond privately to msgs. in the section forum.
There should be a "respond privately" button on msgs. in the section forum.
When a student or teacher hits the "respond privately" button:
1) The message is copied to the sender's mailbox (either the student mailbox or the teacher's pending queue)
2) A "new message" view is opened up allowing a threaded response to the message.
