Student messages in Section Forum need not be marked as "Reviewed"

Bug Description
When a student creates a "New Message" in the Section Forum,
and a teacher logs into the Forum,
the message has a "Reviewed" button.
This button makes no sense and should never show up. "Review" is only for the Pending Messages.
