Bug Description
After an entire competency list has been associated with a course and marked as "CORE",
all additional competencies associated with the course should be flagged "supplemental".

After investigating the logic behind "core" vs. "additional" competencies (it is done with a relationship),
Douglas and Welsh have decided to color-code all "additional" competencies BLUE, but to leave the words "required" and "optional".
