ignore empty commands rather than repeating previous command

Bug Description

Reported in Debian bug #521243:

Most UNIX shells ignore empty commands, but 'bzr shell' will repeat the last command upon an empty line. It would be nice if it could be consistent with the most commonly used UNIX shells, to avoid user confusion.
