As a followon from bug 522637, we need a tool that fixes up repositories affected by this problem.

I have some code that does this, although only lightly tested so far. It's not fully integrated into 'bzr reconcile', but it's close.

You can run "bzr reconcile --canonicalize-chks" from the linked branch (lp:~spiv/bzr/chk-canonicalizer-613698) to fix affected repositories. I'll propose it for merge shortly.

This has landed in trunk. (As discussed in the merge proposal there's lots of room for polish, but that can be dealt with later.)
