Bug Description

Tim suggests that it would make adoption of bzr much easier if multi-user server setup was made a lot easier; for instance, include in the windows installer enough glue to be able to run a repository with access to 3-4 users and some form of access control.

There is a bug about having a windows ssh server; I think this is qualitatively different - but dependent on that other bug.
