Bug Description

starting repository
conversion
Doing on-the-fly conversion from <RepositoryFormatKnitPack4> to
<RepositoryFormat2a>.
This may take some time. Upgrade the repositories to the same format for
better performance.

Yes, the warning shows up while you are taking the action to fix the
warning.

A good bug has a subject line that distinguishes it from other bugs, and a description that would let any developer fix it.

This is not quite the same as bug 513157, but probably easily fixed at the same time.

To reproduce (with 2.1):

$ bzr init-repo --1.9-rich-root foobar
$ cd foobar
$ bzr upgrade

Observe spurious message:

Doing on-the-fly conversion from <RepositoryFormatKnitPack6RichRoot> to <RepositoryFormat2a>.
