want a deb that adds the bzr ppa and keys

Installing from a PPA is a bit complicated because you need to add the source, and then download and add the key.

It might be nice if bzr had a bootstrap package like ubuntu-one apparently has that can be installed just once as a .deb file to get you started.

There are other efforts to have more general ways to add and remove ppas, and this would be a somewhat kludgey workaround for the lack of them.
