show transport activity when there's no progress bar

The fix for bug 321935 means that transport activity is only shown when there's a progress bar on the screen, and the application code has specifically taken responsibility for clearing it before doing other output. It would be good if it can appear whenever bzr is blocking on network IO, and if general library code didn't need to think about synchronizing with the progress bar.
