There should be an API to get the branch referred to by submit:

Bug Description

The submit: location is either the result of get_submit_branch() or get_parent() if the previous returns None. That logic is duplicated in a bunch of places (RevisionSpec_submit, but also in builtins.py).

Having a definitive way to get that information would be useful.

bzr info :submit

I should also mention that "branch.get_submit_location()" also exists if you are looking for a bzrlib api. So I'm going to just mark this as released.
