no UI for fetching/filling in ghosts

Bug Description

With packs merge/push/pull will shortly be fixed to not always fill in ghosts, but this will leave users unable to explicitly fill in ghosts. probably the best answer is an option to push and pull to trigger find_ghosts=True to the fetch() call.

well we do have "bzr fetch SOURCE TARGET" which would be an easy place to put --fill-ghosts in.

But doing that for push and pull seem reasonable, except you may not want to change the branch tips.

Also, considering that ghosts are relatively rare in the wild, this probably doesn't need to be very prominent.

I had forgotten fetch; yes fetch seems reasonable.

There is also fetch-ghosts in bzrtools. But feel free to obsolete it.
