Bug Description
While pushing, bzr-svn does a lot of commit operations and runs out of file descriptors. I suspect this has to do with the fact that revision properties are being set, but not entirely sure.

This seems to be caused by the bases that are opened for creating deltas by the commit code. Just adding new directories in lots of new commits doesn't seem to trigger it but it definitely happens inside of the commit code.
