Please move cperl micro-docs to top of the cperl-mode.el file

Bug Description

Binary package hint: emacs-snapshot

I wanted to set Emacs to use cperl-mode instead of perl-mode, but I didn't know how. It turns out the answer was in the cperl-tips section on line 710 of the file.

Please move the cperl micro-docs from the middle of the cperl-mode.el Elisp file to the top of the file. This will make more people see them.

since this is about a development version of emacs, this bug should rather be adressed to upstream.

I'm thinking this is valid for 8.10 still; I don't see any meaningful documentation outside of cperl-tips (the pertinent instruction is now on line 728 if I understand the original report correctly).

cperl-tips is useful but I concur that the basic invocation instructions should be mentioned in the Commentary section and probably in the docstring for cperl-mode itself.

The upstream status is really "forwarded" and I don't think anything has been done to resolve this.

Yes, the upstream status listed above is wrong. This is because of a Launchpad bug which era has reported already. The bug is https://bugs.launchpad.net/launchpad/+bug/507603 ("checkwatches on non-debian debbugs instances do not work").
