rosetta shouldn't display "change translators" if I don't have permissions

Bug Description

Happens in distros, products, and projects!

(For example, distros)
In https://beta.launchpad.net/ubuntu/+translations, in the left panel, I see this action:

Change translators
https://beta.launchpad.net/ubuntu/+changetranslators

It shouldn't be displayed if I don't have rights to do it.

While we're at it, we should also give Translations admins "change translators" permission. That fix would go well with this one.
