Bugs chart not drawn, leaving big blank space, in major browsers

It was known that it wouldn't work on IE at the beginning, but I think I
know how to fix it. I was expecting it to work in Konqueror and Safari,
though, I'll take a look to see why it doesn't work. Hopefully the IE
fix will make it work on the other browsers as well.

I am able to repro this same issue in IE7 32-bit (on multiple PCs) when hitting any bug detail page, such as https://bugs.launchpad.net/ubuntu/+source/casper/+bug/52026

The page body appears to be completely blank, and one cannot read anything about the bug.

I'm attaching a screenshot of what I'm seeing. I hope it helps.

(The blank page in IE7 is bug 141614. This bug report is specifically about the charts on Bugs pages.)
