Bug Description

We have desire for the following:

People who can run reports based on shared templates, but not make new templates

Sharing reports with staff who can't run reports, but without having to pass links around.

The branch below adds a CREATE_REPORT_TEMPLATE permission for the former, and allows VIEW_REPORT_OUTPUT to grant access to the reporting interface for viewing output folders specifically.

I squashed most of the commits, fixed a syntax error in 950 seed values, and added a more descriptive comment to the upgrade script commit before pushing this to master.

The functionality worked as described and is a great addition to Evergreen -- thanks Thomas!
