Resource import: cannot specify property 'location'

Bug Description

At the moment, I cannot designate which resources are locations in the csv import.

This is quite important, because I want to be able to assign locations (rooms)
to the course sections ("classes")...

Actually, you can designate which resources are locations. Although the example presented in the import view doesn't show it, the unit tests do. Just add "location" as the third item on a line. The question is, what do we want to support in CSV import? Even though specifying location is technically supported, specifying anything else useful is not supported. Maybe this should be made into a new spec?

Now the location tag is documented in the view.
And there is a functional test that tests that it works.
