It is about the problem described in this Blueprint:

GNOME 3 comes with the new System Settings environment and in there is a new printer setup tool written from scratch. This does not contain all the 10 years of experience of Tim Waugh and me to work around shortcomings of CUPS and printer drivers to make printer setup easy, and also not the automatic download of drivers via OpenPrinting. To avoid getting all the bug reports again about things which got fixed in system-config-printer or rewriting system-config-printer in C, waisting a lot of developer time and getting a lot of new bugs we could go a very simple way in Ubuntu: Hide the GNOME 3 printer setup tool and add an icon to the system settings which opens system-config-printer in a separate window.

Best would be to solve bug 787694, but if this gets too complicated we should fix this bug which is option #1 of the Blueprint.
