Change "Overview" description or add "Packages"

Bug Description

I don't find it immediately obvious how to "escape" from a package to another one in a product/distribution - "overview" is where the packages are listed/searchable, but this does not seem intuitive. In fact, it seems that the overview section isn't usually an overview anyway - packages list their history. Perhaps the name could be changed to something more appropriate and/or a separate "Packages" link provided. Some may feel that the bar at the top provides this functionality (which may be true), but the name is still inappropriate at times.

Earlier I reported bug 73116 on making a package Overview page a proper overview of the package. Meanwhile, we're working on making the hierarchy more obvious, so I'll look at this example more closely later.
