Bug Description
If an appserver hangs on shutdown, the init scripts need to gather debug data, and kill it harder :failing to do so will leave the server farm under-resourced and that leads to high request queues and outages.

Gary proposes doing this as a higher pri than bug 626577 because this bug will mitigate that one - I agree.
