Bug Description
bzr-svn can break when the bzr-svn metadata in a revision is inconsistent with the local data.
This can have various reasons:
- users using svnadmin dump/load to edit existing revisions
- older versions of bzr-svn that exported metadata incorrectly (often in very slight ways)
Ideally, bzr-svn should cope with the inconsistent metadata in this case, warn, and continue.

I can reproduce this, although the error is slightly different now.
