Bug Description
Clicking on 'Chat' in the Messaging Menu for the first time should only open the 'Welcome to Empathy' window.
Currently the Empathy contact list window opens first and the 'Welcome to Empathy' setup wizard window opens second.
The correct behaviour would be for only the 'Welcome to Empathy' setup wizard window to open when the 'Chat' link is pressed. When the user completes the wizard process, the window closes and the Contact List window opens. Alternatively the user should be able to simply close the wizard window to abandon the process.
This simplifies the first use experience and avoids the user closing the wizard and being left with useless Contact List window.
