Implement the color module

Bug Description

Implement the color module for those that think the theme is either too light or too dark.

This will also be used for issues with trademark policy.

For now this will be an opinionated wishlist item. We'll look at this again when bug 595644 and bug 603456 have been dealt with.

Changing this from opinion as it's apparently a closed status.
This is definitely needed to offer an easy way to get to the official color palette for websites that are allowed to use it.

End decision - not worth the trouble. We'll instead offer a very easy and fairly modular way to include new CSS files with 4 options which can be used to start from. The color module doesn't seem to be able to handle this theme.
