Please sync live-installer 18 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
 1. Remaining Ubuntu delta accepted upstream.

  * Always reconfigure X but if xorg.conf exists and is not zero byte then
    copy xorg.conf before reconfiguring and then copy back once complete.
