lp-propose uses a different credentials file for edge and production

Bug Description

Given that edge and production share all the same state this just causes unnecessary logins for users when we switch from edge to production: we should only use one file for both hosts. staging should have a different credentials file because it has a different token database.

Through the web ui you do have to login separately.

I'm not sure it's worth putting special logic into bzr to say the same
token should be used.

In the web UI you're already in a browser, and the click through is
painless; in a CLI tool, firing up a web browser is more disruptive.
