Gnome preference: Windows Selection not working

Bug Description

Binary package hint: gnome-control-center

Setting the Gnome Preferences -> Windows -> Select windows when mouse moves over them does not seem to have the desired effect (in fact, it doesn't seem to do anything). Even after setting this, I have to click on a window to make it get the "focus".

Hmmm, I thought there'd be a way to specify version where this was happening. But, can't seem to find such an entry field. So, in any case, this happens with 10.04B2, no previous versions of Ubuntu has had this problem.

This is with "Normal" visual effects, I do not have any 3D stuff like compiz.

Just to be sure, I tried with another, new, account (i.e. no gnome settings at all), and it has the same behavior with or without the "Select windows when mouse moves over" option set.

Hmmm, why did you change this to compiz. I said I do not use compiz or any such 3D window systems.

That much said, when I explicitly turned off 3D support in my graphics card, this problem went away. Is there something in 10.04 that detects the 3D capabilities, and tries to turn features on that would interfere with this window behavior?
