bug reporting issues, cannot log in Lanchpad in console mode (w3m)

Bug Description
Binary package hint: apport
Reporting a Bug is not possible if no firefox and X present, not able to click continue in w3m in the Launchpad login page, so I cannot report a problem
So reporting a Bugs is impossible without installing a lot of stuff like x and firefox...
A server version should not require an X installed!
Please support console mode!

Confirming this by reproducing it.
To reproduce, do an:
apport-collect -p linux 396911
(or for any other bug)
on a machine that has no X or firefox.
