fn+modifiers only works if fn key is pressed last

Binary package hint: linux-source-2.6.17

To pres ALT+F2

you have to press
ALT+FN+F2
FN+ALT+F2

Order between FN/Modifier should not matter

As far as I know, the FN key is not a modifier like ALT is. It works a little different, and should have to be pressed first. The keyboard code cannot go back and retroactively modify keys pressed before the FN key.

As far as I can tell, pressing the Fn key causes the keyboard to emit the secondary keycode at the hardware level, so this bug is invalid. In addition, the behavior is exactly the same in OSX...
