Empty product series translations page should link to product translations

Bug Description

A page like <https://translations.launchpad.net/blender/bf-blender/+translations>, where the series has no translations, is almost a dead end. The product translations page <https://translations.edge.launchpad.net/blender/+translations> is more useful, linking to package translations.

If a product series has no translations, it should link to the product translations somehow.

There's a suggestion to ask a question in Answers if you think that's incorrect. Matthew, was that the dead end you're referring to?

No, that suggestion was not there when I reported the bug. And it should not be there, because as shown on <https://launchpad.net/blender>, Blender doesn't use Launchpad Answers.
