When adding metadata to multiple open documents, 0.47 assumes the license for the first image is the license for all

Bug Description

I was making multiple variations of the same map. I duplicated the file before I added metadata and selected a license. One of the last things I did was add the metadata and select CC-BY-SA-3.0 for the first file. I then went to the next file and found the license already selected. After investigating, I found that the license might have been selected in the metadata dialog, but it wasn't selected in the XML.

The work around is to switch licenses,and then if needed, switch back. I was using 0.47 on Vista SP2 64-bit.

Confirmed on XP, Inkscape rev. 9070.
Steps:
1. Open a new file.
2. Open a second new file (File>New).
3. Modify the metadata in the first document (licence=cc-by).
4. Open the metadata in the second document. The license is the same as in the first document.

Reproduced on Windows XP, Inkscape 0.48.4.
Not reproduced with trunk revision 12380.
