Bug Description
That table was created to allow us to send notifications to people asynchronously, but it was only used when somebody changed the location of somebody else (using the map). Since that feature is gone (now one can only change their own location), that table, model classes and the send-person-

I think we need this table for registry structural subscriptions. Users want to subscribe to projects, series, and milestones to get notified of changes. I think tis table is needed for this use case.
