Make template description visible to translators

Bug Description

Right now we have a template description where developers can inform translators about general usage, strange strings, dependency, etc... but using the normal workflow, a translator will not see the description.

The normal workflow would be:

Go to project/distro translations page:
https://translations.edge.launchpad.net/ubuntu

Chose language from the recommended series:
https://translations.edge.launchpad.net/ubuntu/karmic/+lang/ro

Choose a template from the list:
https://translations.edge.launchpad.net/ubuntu/karmic/+source/ubiquity-slideshow-ubuntu/+pots/ubiquity-slideshow-ubuntu-documentation/ro/+translate

The description is not displayed.

No luck with the Translations details page:
https://translations.edge.launchpad.net/ubuntu/karmic/+source/ubiquity-slideshow-ubuntu/+pots/ubiquity-slideshow-ubuntu-documentation/ro/+details

Maybe this can be implemented as a folded div in the header.

I know that the POFile translate page is pretty crowded, but we are not going to fix it now, maybe we can include this usecase in the next redesign.

Yeah, this would be nice to have. Figuring out the right location would be hard.

15:06 adiroiban : danilos: do you think that a `deadline` attribute on POTemplate will be useful ? after the deadline, users can see a warning

Here is a mockup for how this info can be integrated into the current page.

Since the description can be very long the text will be ellipsed after the first N (ie 50) characters and the „more” link is added.
Click the „more” link or the „down arrow” will expand the text to show the full details. The „down arrow” will be replaced with an „up arrow” that when clicked, will retract the full details.
