Bluetooth killswitch does not remember previous session state

Bug Description

In Acer Aspire 5672 WLMi.

Every time i boot up the the bluetooth is always on. And the killswitch light is on.

I have to physically switch off the bluetooth using the killswitch.
While when i use the laptop in *Windows OS* the previous session state is remembered[if i had the bluetooth on the previous session , it is on again on next boot and vice-versa]

It would be ideal if we got linux to remember the previous session state too.

I'v tried with the mainline kernels too and it is the same with them too. So not due to Ubuntu delta , i guess.

Upstream kernel devs mention : "This is a desktop/userspace feature not a kernel one."
Probably needs to be handled by bluez.

Upstream indicates that this is something which should handled in userspace. Can bluez handle saving and restoring such state?
